This position is responsible for assisting the Director of Special Education in overseeing and directing Department of Public Instruction regulations, county policies, state statutes, legal and audit program compliance and in supporting the administrative team at Lakeland School related to financial and business functions.
SUPERVISION
This position directly supervises two front office personnel and two food and nutrition personnel by carrying out supervisory responsibilities in accordance with county policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; disciplining employees; addressing complaints and resolving problems.

Serve as the main point of contact for Children with Disabilities Education Board (CDEB) vendors and customers for accounts payable and accounts receivable related to CDEB finances.
Assist in preparation of the necessary paperwork for grant reimbursement from school districts and/or Wisconsin Department of Public Instruction (DPI).
Prepare non-financial data for DPI reports and other federal/state required reports for funding purposes.
Review account information to process and clear p-card transactions for the CDEB. Monthly Reconcile bank statement with pcard statements.
Process and enter requisitions and purchase orders in payment for goods/services received by the CDEB. Contact vendors when billing discrepancies arise, and to obtain W9 for new vendor set-up.
Maintain reconciliation spreadsheets on all Lakeland School donation accounts.
Submit necessary forms to Information Technology for new hires, terminations and changes.
Conduct performance reviews and evaluations for front office clerical staff and food service staff. Provide counseling, direction and handle disciplinary issues as they arise.
Complete master maintenance forms for all CDEB employee status changes.
Prepare all personnel requisitions for positions needing to be filled.
Prepare all workers’ compensation forms and follow up with the Human Resources Department as needed.
Liaison with Human Resources Department for FMLA paperwork, performance evaluations and light duty requests.
Maintain department personnel files and archive personnel files of employees that have separated employment.
Verify requests for time off and prepare bi-weekly payroll reports.
Complete all payroll activities for all CDEB/Lakeland School employees, including approving employee hours in Kronos for all CDEB employees. Maintaining sub tracking for finance, payroll, and HR.
Monitor educational credits, step increases and performance reviews and submit necessary paperwork to the Payroll and Human Resources Departments.
Prepare billing estimates and final reports to school districts for tuition requests. Track and enter payments.
Prepare staff contracts and letters of intent.
Maintain records for reimbursement expenses.
Reconcile and submit for reimbursement monthly expense reports for CDEB staff.
Assist the CDEB Director with compiling data for the preparation of the annual budget.
Approve cash receipting duties for monies received by the CDEB prior to deposit at the Treasurer’s Office. Enter general billing invoices for known funds due to the CDEB
Manage Petty Cash.
Perform administrative/clerical support for the director.
Draft county board resolutions related to the department. Review and answer correspondence as assigned.
Coordinate collection and reporting of personnel transactions within established timelines.
Maintain confidential employee records.
Manage information and records to prepare purchase requisitions for areas under direct supervision. Verify specifications of purchase requests. Consult internet/catalogs to obtain prices and specifications as needed.
Work with the Finance department to ensure accurate information is available for their financial reports. Assist Finance with High Cost Claims.
Gather data and enter DPI Wise Staff Data for all school employees.
Complete Monthly AED inspections.
Enter work/repair tickets into Asset Works, communicate with DPW on building needs.
File monthly Sales Tax Reports and Auto Debit Reports to the treasurer.
Assist finance and front office clerk with asset inventory and disposal logs.
Demonstrate a commitment to county safety and risk management efforts.
Conduct performance reviews and evaluations for food and nutrition staff. Provide counseling, direction and handle disciplinary issues as they arise.
Create Menu planning to comply with DPI nutrition requirements and serving sizes.
Yearly update the Food Safety Procedures.
Oversee and inspect kitchen operations to verify compliance with DPI food safety logs and practices. Re-train staff and offer assistance to gain compliance.
Complete yearly food service training and ensure food service staff are also in compliance.
Obtain food service license as back-up for the kitchen staff to ensure one licensed worker is in the kitchen at all times.
Complete Civil Rights Training and assist in training staff on civil rights. Edit and send out press releases and notification to families regarding civil rights and food service program.
Complete monthly DPI claims to include monthly self-check, and claim verification. Assist finance with grant management for National School Lunch Program.
Process all Food Service Applications for Free and Reduced Meals. Complete verification processes. Complete and maintain direct certification throughout the year.
Process and send meal statements, food service payment, and nonpayment policies to families throughout the year.
Process DPI PEBT benefits for free and reduced students.
Coordinate with Purchasing to procure food and milk contracts to complete the DPI food service contract.
Work with food and nutrition staff to track inventory and order weekly food and milk to fulfill menus.
Create, update and distribute attendance and meal count sheets for staff.
Work with Data Compliance Manager to complete year end close of food service modules.

Education and/or Experience
Associate’s degree or formal preparation equivalent to a two-year program in a business-related field, and four to five years of relevant prior experience. Bachelor’s degree preferred. Comprehensive knowledge of accounting and cost accounting principles is essential. Ability to apply business mathematics and basic statistics to solve business problems. Strong skills in Microsoft Word and Excel are required.
Food Service Licensed or willingness to obtain.
PER DPI:
Bachelor’s degree, or equivalent educational experience, with academic major or concentration in food and nutrition, food service management, dietetics, family and consumer sciences, nutrition education, culinary arts, business, or a related field; OR Bachelor’s degree, or equivalent educational experience, with any academic major or area of concentration, and a State-recognized certificate for school nutrition directors. In Wisconsin this is the DPI School Nutrition GOALS Certificate; OR Associate’s degree, or equivalent educational experience, with academic major or concentration in food and nutrition, food service management, dietetics, family and consumer sciences, nutrition education, culinary arts, business, or a related field; and at least one year of relevant food service experience; OR High school diploma (or GED) and three (3) years of relevant food service experience. • SFAs with an enrollment of 500 or less, the Wisconsin DPI allows a minimum of one year of relevant food service experience with this option.
