Responsibilities:

Must possess a comprehensive knowledge of the structure, mission, and operational aspects of the transportation and paratransit industry

Demonstrate an understanding of the conditions and contractual requirements to operate DuPage/Kane ADA Paratransit services

Ability to implement and execute SCR and Beacon Mobility standard operating policies and procedures

Be familiar with DuPage/Kane ADA Paratransit service area, dispatch system functions, VoIP/telephony functions, FMIS, and HRIS
Essential Job Functions
Service Delivery
-
The Operations Manager is accountable for all facets of the operation necessary to assure the safe delivery of paratransit service in compliance with Client policies and requirements. This includes the following:
Maximizing productivity Ensuring on-time-performance Resolving service issues promptly Responding to Client service complaints within the required time frame Ensuring the timely delivery of all reports requested by the Client Ensuring all technologies required to perform the terms of this contract are fully operational at all times. This includes tablets, on-board cameras, computer systems, telephone systems, TTYs, and radio communications Ensuring that any issue that impacts the delivery of Client paratransit service is immediately reported to the appropriate Client staff and resolved Ensuring that emergency plans are implemented and followed during times of emergency
Vehicle Maintenance

The Operations Manager is accountable for maintaining paratransit vehicles to ensure that:
Client vehicle maintenance procedures are followed Vehicles are maintained in good, safe operating conditions The exterior and interior of the vehicles are clean whenever the vehicles are in service Vehicles are personally inspected regularly in addition to the daily inspections performed by the driver
Hiring and Retention

The Operations Manager is accountable for implementing employment practices and employees' performance to ensure that:
Only people who meet the Client’s requirements and the FTA regulations are hired to provide service Drivers operate vehicles safely and responsibly per the Standard Operating Procedures outlined in the SCR Handbook Appropriate disciplinary action is taken whenever an employee does not comply with Client standards
Staff Training

The Operations Manager is accountable for developing initial and ongoing training courses to ensure that:
All newly employed operators receive comprehensive driver training through an in-house training program before operating vehicles in paratransit service At a minimum, all vehicle operators should receive training Each operator's performance is periodically reviewed, and retraining is provided if necessary Ensure initial and ongoing training for Customer Service Representatives, Dispatchers, Routers, and other personnel
Safety Program

The Operations Manager is accountable for ensuring proper accident/incident reporting procedures, including the following:
All Client reporting requirements are complied with Drivers are immediately taken for drug/alcohol testing by the Client, state, and FTA regulations Vehicle damage is repaired promptly and per SCR and manufacturers’ warranty Passenger incidents and problems are reported to the Client promptly. Incidents of any nature that involve the safety of an individual, other passengers, or the driver must immediately be reported to the Client using the Client's emergency number. This includes incidents that involve violent, illegal or seriously disruptive behavior.
Experience and Professional Skills
-
A bachelor's degree in a relevant field such as public administration, business administration, or transportation planning is preferred

Certification or membership from a recognized transit organization such as CTAA, NTI, APTA, TTA, COMTO, etc.

Strong written and verbal communication skills, as well as excellent interpersonal skills.
-
Strong organizational skills and the ability to multitask and prioritize effectively.
-
Knowledge of paratransit operations and ADA compliance regulations.
Minimum Qualifications
-
minimum of five years of recent experience managing paratransit operations or similar position

demonstrated ability to recruit and develop staff

evidence of building solid relationships with supervisors, peers, and subordinates

demonstrated ability to build and continuously motivate highly effective teams

successful track record in managing budgets and/or profit and loss responsibility

ability to interface with Pace directors, elected officials, and all levels of hourly and salaried employees, including senior management; and
-
ability to obtain successful results without supervision
Physical Demands
Using hands to write, use a computer, operate a motor vehicle, use a handheld device and telephone. Reading documents, writing legibly, talking, hearing. Frequent variations of sitting, walking, standing, kneeling, reaching, or stooping. Normal color vision, in addition to good close-up vision either normal or corrected.
